Put all the men in jail? Supreme Court’s comment on Divya Spandana not being able to read a dog’s mind
Former MP and actress Divya Spandana has sparked a debate on social media by comparing the Supreme Court’s concerns over stray dogs with human behaviour. The court highlighted the dangers posed by stray animals on the roads and urged strict action against non-compliant states.

Former Lok Sabha MP and actor Divya Spandana, widely known as Ramya, has taken a dig at the Supreme Court’s recent remarks on stray dogs and public safety, drawing a sharp social analogy that has sparked debate online.
Responding via Instagram, he wrote, “Can’t even read a man’s mind, never know when he might rape, so should all men be put in jail?”

His comments come after the Supreme Court expressed concern over stray dogs and other animals roaming freely on public roads, warning that they pose a risk to motorists and pedestrians. During the recent hearing, the bench said that despite earlier orders, many civic bodies and state governments have failed to sterilize and vaccinate stray dogs or keep the highways free from cattle and other animals.
A bench of Justices Vikram Nath, Sandeep Mehta and NV Anjaria said, “Roads should be free from dogs and stray animals. No one knows which dog is in which mood in the morning.”
Justice Mehta cited recent incidents in Rajasthan where judges were injured in such accidents, terming the situation as grave. The court said that states that do not comply will face strict action.
Senior advocate Kapil Sibal proposed a scientific CSVR model – capture, sterilization, vaccination and release – as a humane population control strategy. He argued, “Prevention is always better than cure.”
In November last year, the Supreme Court had directed authorities to remove stray dogs from sensitive public places – schools, hospitals, bus stands, sports complexes and railway stations – and shift them to designated shelters.
