Musk’s comments came at a sensitive moment, just a day after India’s Ministry of Electronics and Information Technology (MeitY) directed X to immediately remove obscene, vulgar and illegal content from its platform. The government order specifically flagged content generated using Grok and warned that failure to act could invite legal action under Indian law.
Responding to a post discussing the spread of inappropriate images, Musk wrote, “Anyone using Grok to create illegal content will face the same consequences as those who upload illegal content.” The purpose of his statement was to draw a strong line between the technology and the way individuals use it, thereby reinforcing that the accountability lies with the users, not the device.
The post Musk responded to attempted to defend Groke by comparing it to Penn, arguing that Penn cannot be blamed for what one writes. According to the post, Grok only responds to input and does not independently decide to create harmful content. Musk’s response echoed this argument but added a strong caveat, making it clear that intent and action matter more than the medium being used.
The Indian government’s directive to X comes after growing concern over misuse of AI tools to generate obscene and abusive content, especially targeting women. MeitY has asked the US-based social media platform to submit a detailed action report within 72 hours, outlining the steps taken to remove such content and take action against offending users and accounts.
In its order, the ministry said it has received repeated complaints, including through public discussions and representations from parliamentary stakeholders, about content on X that may violate laws related to decency and obscenity. The government said that despite existing regulations, certain categories of illegal content continue to be widely circulated on social media platforms.
The issue gained more political attention after Rajya Sabha member Priyanka Chaturvedi wrote to Union IT Minister Ashwini Vaishnav seeking immediate intervention. In their letter, they expressed concern over the increasing cases of misuse of grok to create indecent photographs of women, which are then shared online, causing harm and reputational damage.
According to the government order, the Grok AI service has allegedly been used to create fake accounts that host, generate and distribute obscene images and videos of women in a humiliating manner. The ministry said that such content is aimed at indecently humiliating women and is in violation of several legal provisions.
This is not the first time MeitY has tightened its stance on online content. On December 29, the ministry issued an advisory asking all social media platforms to review their compliance framework and take prompt action against obscene and illegal content. The advisory warns that companies that fail to take action could face prosecution under Indian law.
MeitY also pointed out that many platforms are not strict enough in enforcing their own rules against obscene, inappropriate and illegal content. With AI tools becoming more accessible, the government is keen to ensure that the technology does not become a shield for users involved in illegal activities.
