A major confusion was created after Iowa Governor Kim Reynolds announced that the State of Iowa would be moving its executive branch data from an older IT system to a modern system with Amazon Web Services and that day-to-day IT operations would be managed by Cognizant Government Solutions. Government employees were informed on 9 June that their posts would be abolished, causing great fear among them. But Reynolds’ office said the laid-off employees would receive “individual competitive job offers” from Cognizant later this month.“Part of the state’s negotiations with Cognizant Government Solutions was a guarantee to offer equal or better employment to the approximately 200 state employees who provide IT services today, which Cognizant Government Solutions will manage going forward,” Reynolds said in a statement June 10. “This ensures continuity and continuity for the IT workforce serving state government and the state agencies that rely on them.“But the workers are in the dark as they have no clear information about their potential employment status. All they know is that they may get an offer of employment from Cognizant, but they do not know what the nature of the employment will be.
Retrenchment mail from department, clarification from Cognizant
The employees received a mail from their department stating: “Due to restructuring, it is necessary for the Management Department to reduce the number of its employees. A retrenchment plan has been prepared and approved as per the rules of the Administrative Services Department.”He then received an email from Cognizant explaining the company’s employee recruitment process. The message included a timeline that if employees wanted to receive an offer letter they would need to sign a contract to provide their employment information to the company. The deadline for employees to sign contracts is Friday, June 12, just three days after receiving their termination notices. Employees were told they would receive offer letters outlining job descriptions, salary and benefits between June 15 and June 25, with a start date of August 4. And they have time till July 10 to accept the offer.
No H-1B visa holder
Reynolds then issued a statement saying there would be no outsiders. He said, “The State of Iowa and @Cognizant have been fully committed from the beginning to employing an Iowa-based workforce throughout the duration of our partnership. There was never any consideration during our negotiations to employ H-1B visa holders. The state’s daily IT operations will continue to be supported by Iowa for Iowa, as they are now.”
