Train companies in Britain have been urged to let train passengers traveling without tickets get away with “yellow cards” rather than being fined or prosecuted for their actions. BBC Report. Rail watchdog Transport Focus suggested that train companies introduce a new system that “makes things fairer for everyone”.
The suggestion comes in the backdrop of several cases where passengers were forced to undergo lengthy legal proceedings for small amounts. Last year, Sam Williamson, 22, was threatened with prosecution by the train operator, Northern Rail, after he accidentally bought an illegal £3.65 (Rs 385.22) ticket using his 16-25 Railcard. The full ticket price was £5.50 (Rs 580.46) – £1.85 (Rs 195.25) more.
Mr Williamson’s case drew widespread criticism from Northern Rail, which was forced to withdraw all prosecutions against the passenger.
A statement from Natasha Grice, Rail Director at Transport Focus, said: “Transport Focus has long been concerned about the complexity of rail fares and ticketing, particularly for passengers who have difficulty purchasing the right ticket for their journey “
“We understand and support the principle that all rail users should pay for their tickets, but we want to ensure that passengers who make an innocent mistake are not unfairly penalised.”

The Department for Transport (DfT) has already ordered the Office of Rail and Road to conduct an independent review of rail fare prosecution and enforcement.
“We have ordered a review of revenue protection practices to see what changes can be made, and in the meantime, we have made it clear to train operators that their policies on ticketing must be fair and easy to understand at all times. ” A DfT spokesperson said.
Prior to the watchdog’s suggestion for nationwide implementation, rail companies such as Cross Country and Southeastern had already introduced yellow card systems. Merseyside Rail is also considering the move later this year.
