Kamala Harris announces $1.5 billion aid to Ukraine at peace summit in Switzerland
US Vice President Kamala Harris also announced more than $379 million in humanitarian aid from the State Department and the US Agency for International Development to help refugees and others affected by the war.

US Vice President Kamala Harris pledged America’s unwavering support to Ukraine and announced more than $1.5 billion in aid for the country’s energy sector and the humanitarian situation resulting from Russia’s 27-month invasion.
Harris made the announcement at the Ukraine Peace Summit in Lucerne, Switzerland, where she met with Ukrainian President Volodymyr Zelensky. She is expected to address the plenary session of the summit at 5.30pm CEST/11.30am EST.
“This war has been a total failure for (Russian President Vladimir) Putin,” Harris said during a bilateral meeting with Zelensky. She pledged US support for the country, saying, “It’s in our interest to uphold international norms.”
The vice president’s office said the $1.5 billion includes $500 million in new funding for energy assistance and a redirection of $324 million previously announced for emergency energy infrastructure repairs and other needs in Ukraine.
“These efforts will help Ukraine respond to Russia’s latest attacks on Ukraine’s energy infrastructure, aid in repair and recovery, improve Ukraine’s resiliency to energy supply disruptions, and lay the groundwork for repairing and expanding Ukraine’s energy system,” Harris’ office said.
He also announced more than $379 million in humanitarian assistance from the State Department and the U.S. Agency for International Development to help refugees and others affected by the war.
The funds will be used to provide food aid, health services, shelter, and water, sanitation and hygiene services for millions of Ukrainians.
Harris, who will spend less than 24 hours at the gathering, will replace President Joe Biden at the event. The president will return to the United States to raise funds for his re-election campaign in Los Angeles after finishing his participation in the G7 summit in Italy.
Biden met Zelensky at the G7 summit, where they signed a U.S.-Ukraine bilateral security agreement, and at events in France marking the 80th anniversary of the World War II D-Day invasion.
White House national security adviser Jake Sullivan will represent the United States at the summit on Sunday and will help set up working groups on the return of Ukrainian children from Russia and energy security.
